We understand that different organisations have different needs when it comes to community engagement support. Some prefer to keep the work in-house, investing in staff capacity to design and implement programs to fit with the local context. Others prefer to outsource some of the technical elements of this work.

Strategic consulting

We provide strategic advice and program support services, helping you to better understand your operating environment and design your programs accordingly. We will gather the information you need at the local level, and help you use this information to design your program according to community realities, strengths and needs. Services are tailored to fit your organisational requirements, and may include:

  • community outreach & behaviour change
  • social impact analysis
  • needs assessments
  • value chain assessments
  • local governance assessments
  • monitoring & evaluation

We also conduct independent assessments, depending on your program and donor needs.

Training programs

We run intensive 3-day training courses on community engagement for NGO staff and government officials at two levels: (i) CE for project officers & field staff, and (ii) CE for program designers & managers. These courses are run throughout the year in Timor-Leste and Egypt, in Arabic, English, and Tetun. For more information on our training calendar, please contact us.

Our courses are designed to be practical, teaching participants the basic principles of community engagement, and taking them through a structured process to help them apply these principles in their daily work.


We conduct research on a variety of issues to assist program and policy makers to better understand the needs and priorities of communities, and to improve how they implement programs at the local level. Most recently, we have conducted research on the following:

  • UN Women: options for gender-responsive alternative dispute resolution (ADR); Timor-Leste.
  • International Institute for Economics and Development (IIED): the impact of aid on local markets in northern Syria; Syria, Turkey & United Kingdom.
  • UNFPA, Plan International and the Government of Timor-Leste: decision-making pathways leading to teenage pregnancy and early marriage; Timor-Leste.
  • Counterpart International: political participation of young people in village and national elections; Timor-Leste.
